Rodolpho T. Briseño, Musician, Substance Abuse & Cultural Competency

Rodolfo Briseño began his career as a drug abuse counselor and teacher with the Fort Worth Independent School District in 1971 where he taught three years at the elementary level and two years at the junior high level. After discovering that half of the elementary students were coming to school “high,” he began organizing alternative activities for the youth on his own, as there were no prevention/intervention or treatment programs available in those early years. Thirty-one years later, he has continued to be involved in the field of substance abuse having worked primarily with the Latino, Native American and African American populations. These populations have included the sub-cultures of drug addicts (youth, adults & senior citizens), drug dealers, gangs, prostitutes, battered women, sexually abused women and children, migrant farm workers, rural and urban populations and families.

Mr. Briseño has been employed with various prevention/intervention and treatment programs throughout his career and also worked with the Texas Commission on Alcohol and Drug Abuse (TCADA) for eleven years as the Coordinator for Cultural & Special Populations. His mission at TCADA was to develop prevention/intervention and treatment programs to meet the needs of special and cultural populations that did not have access to the regular funded programs.

He was selected to participate on a national panel of experts with the National Institute on Learning to have input and consultation on the future of cultural competency as it relates to the health care system and managed care. He continues to serve as a consultant with the Center for Substance Abuse Treatment (CSAT) and frequently reviews and critiques future publications for the agency’s Treatment Improvement Protocols (TIP’s).

Having been raised in a family and community of musicians, Rodolpho continues to be a struggling musician and has performed with numerous bands and musical projects over the last 40 years. He also delves into sociological and documentary photography when he can afford it.
